The 2004 Planning and Compulsory Purchase Act requires major changes to planning at the regional, sub-regional and local level:
"Local planning authorities should involve the community at an early stage in the preparation of local development documents" and "should continue to involve the community throughout the process of preparing local development documents and should tailor the techniques to engage the appropriate parts of the community at the various stages."
