Northamptonshire choose INOVEM Inclusionware™ Northamptonshire County Council has awarded a contract to INOVEM to provide the Internet-based software that will enable the Council to engage key stakeholders and members of the public in the Council?s minerals and waste policy debates.

INOVEM's eConsultation System was selected ahead of other suppliers following an open and competitive tendering process.

INOVEM licensing provides value for money

The Council requires the new service to seek and manage stakeholder feedback as part of the process to update and review strategy and policies through the development of the Minerals and Waste Development Framework (MWDF). The Northamptonshire MWDF will form a portfolio of individual plans, and is intended to provide a strategic spatial planning framework that guides future land use planning for minerals and waste related development.

Mark Chant, Head of Planning Policy commented, "Of the two serious contenders we went with INOVEM because it was clear their solution could be used for more than just our MWDF consultations. Although initially we will be using it to consult on planning policy, we felt that the INOVEM software was more straightforward to roll out across the Council, particularly in relation to corporate licensing and value-for-money."

"During the evaluation process we were impressed with how responsive INOVEM were to our needs and requirements and I am pleased to say our choice has been vindicated by our progress following the award of contract", explained Mark.

"We will be working the new consultation system hard in the first few months in respect of our MWDF. We will be seeking representations on our published Core Strategy and consulting on the preferred approach for our development control policies Development Plan Document.

Immediately following this we will be asking for representations on our published minerals and waste sites documents and, as is the case with site-specific documents, we expect a large volume of responses and we hope the INOVEM package will help to speed up our consideration of representations."

Choice of installation option helpful

The software is currently being installed on the Council?s own servers and will be fully branded to fit seamlessly within the Council?s new corporate web site look-and-feel. Ian Parmenter, the Council?s Project Manager commented "INOVEM were the only company that offered us a choice as to where the software would reside. In the end we opted to host the service ourselves rather than externally, as this provided a path for secure integration with other Council systems in the future." Ian added, "Our technical team have been very impressed with how the INOVEM software can be deep-rooted within our existing web presence."

This new online service is expected to launch within a month of award of contract.
