SOFTWARE SOLUTIONS FOR LOCAL AUTHORITIES

MEETING THE 'DUTY TO INVOLVE'
INOVEM has been working with local authorities, strategic partnerships and others involved in the local government arena since our foundation in 2001.

Inclusionware has evolved and developed in close co-operation with local government clients, and the range of solutions we provide today directly reflects the needs of the sector that, more than any other, defines inclusion.

Government wants everyone, wherever they live, work or play, to be provided with opportunities to get involved. A 'duty to involve' has been set out in The Local Government and Public Involvement in Health Bill which seeks to:

  • give a stronger voice to citizens and communities to shape the areas where they live and the services they receive
  • encourage local authorities to provide stronger and more strategic leadership for the places they serve

Involvement will mean developing new and innovative ways of devolving power and influencing decision making. INOVEM's pioneering Inclusionware™ solutions are ideally suited for a wide range of engagement activities that include community consultation and partnership collaboration.

HELPING YOU MEET YOUR DUTY TO INFORM, CONSULT AND INVOLVE

"We will extend the 'duty to involve' to additional agencies and bodies across England. The 'duty to involve', which comes into effect in April 2009, currently applies mainly to local authorities. It requires named bodies to take appropriate steps to involve people in decisions, policies and services that may affect them or be of interest to them."

We have solutions that can help you meet each required level of participation:

INFORM

Our Stakeholder & Community Portals are helping councils to canvass opinion via citizens' juries and panels. They can provide tailored information about services, policies and decisions of interest to stakeholders, and enable them to have their say and get involved in authority functions where appropriate.

CONSULT

Our e-Consultation Software are helping authorities and government departments around the UK to run formal consultations and satisfaction surveys, so residents and key stakeholders can have their say about decisions and services. These systems also help our clients ensure that they capture, coordinate and publish all consultation and engagement activities.

INVOLVE

With the accelerating environmental and cost factors related to travel and meetings, our easy-to-implement Collaboration Software allow select stakeholders to work together, online, in the design and shaping of policies and services.

SUPPORTING YOUR LOCAL STRATEGIC PARTNERSHIPS

We also want to make sure that people are not bombarded with a range of consultation requests. We think that public bodies should, where appropriate, join up with other organisations to engage people. We will work with local bodies under the 'duty to involve' to identify ways to streamline consultation and engagement. Local Strategic Partnerships (LSPs) have an important role here.

Shared service, collaboration and partnership building are crucial elements of the public sector agenda. INOVEM's ability to energise these relationships is why a number of government departments, authorities and services are using our Project & Partnership Portals. These are being used to help create a shared vision and priorities through themed partnerships and the development of Local Area Agreements.

Our Committee Support Systems enable committee and working-party members to be informed and consulted - but also to achieve far more in between meetings than ever before, and to reduce the need for face-to-face meetings.

ASSISTING LOCAL REGENERATION

Our Planning Consultation Systems and Development Project Portals have been designed specifically to assist the improvement of spatial policies and the coordination of development and regeneration projects.

Our Bid & Tender Management Systems are attracting procurement teams, in areas such as Waste Management, who want to cut through laborious information-sharing procedures, without compromising the equity of the process.

MAKING YOU THE HERO

A key feature of all INOVEM Inclusionware is its ability to melt into the background, taking on your own online style and identity to ensure that your brand benefits to the maximum from involvement initiatives.

INOVEM Inclusionware™ can be set up to fully emulate your online presence. It can be adapted as your online identity changes, and customised to create new sub-brands for individual groups or projects.

A standard interface design is also available, if preferred.

"The INOVEM software has provided Wolverhampton with an excellent tool for a range of activities, including raising awareness of the Local Neighbourhood Partnerships, and in the future will allow them to engage with more people in local areas. The INOVEM software also provides a 'virtual space' for group work and collaboration which helps us work smarter. We are currently refining our use of the software and can see its benefits in helping us manage consultation activities across the city as well as working more innovatively through online activities."
